The South Sudan People’s Defense Forces (SSPDF) has issued a significant directive regarding the movement and registration of firearms in the country. According to an order announced on Monday, the SSPDF has implemented a ban on unauthorized movement of firearms, requiring individuals or units to present an authenticated Departure Order if they are carrying firearms. The order emphasizes that the unauthorized transit of firearms will lead to the confiscation of weapons and equipment, along with possible administrative and punitive actions depending on the severity of the offense.

Maj. Gen. Lul Ruai Koang, the spokesperson for the SSPDF, stated that the new regulations particularly apply to civilians living in government or SSPDF-controlled areas. He urged all individuals to immediately register any firearms they own, including those belonging to clans.

“Individuals or units found in transit with firearms without a Departure Order will have their weapons or equipment confiscated, in addition to facing administrative or punitive measures, depending on the nature of the offense,” Koang said.

The SSPDF has instructed local authorities—such as traditional chiefs, Boma, Payam, and County officials—to oversee and manage the registration process. This move aims to ensure that all firearms are accounted for and lawfully handled. The registration is expected to begin immediately, with all armed civilians in controlled areas urged to start the process without delay.

Upon successful registration, individuals will be permitted to return to their villages or areas with their firearms. However, armed civilians are restricted to moving only within their jurisdictions during the registration period. The SSPDF has given a month for civilians to complete the registration of their firearms.

As part of the directive, gun owners will be required to voluntarily surrender their weapons at designated registration centers after completing the process. In the event that individuals fail to voluntarily surrender their firearms, the SSPDF has warned that a mandatory disarmament initiative will be enacted.

To ensure the safety of the disarmed population during and after the disarmament process, the SSPDF has promised to provide maximum protection and security.

This move is part of the broader efforts by the government and SSPDF to control the proliferation of firearms and maintain public security, especially in areas that are under their control. The registration process and the associated measures are expected to enhance accountability and reduce the risk of illegal weapons circulating in civilian hands.
